When the State of Tennessee passed legislation in 1835 that every County shall divide their territory into a number of Civil Districts, according to population, they were to draw a map of the same without the aid of a professional. From this point on, the Civil Districts were used to elect various officials, have schools and other institutions in their territory and collect taxes. This was to do away with the older "companies" used during the time of the militia period of history. By looking at the various Civil Districts, one can place their ancestors within a more narrow range than just "county". Used in conjunction with Census, these records are of extreme importance for genealogical research.
